Can radical political‐economic transformation be achieved by electoral regimes that have not thoroughly reconstructed the state? Contemporary Venezuela offers an optimal venue for examining this question. The Chavista movement did not replace the previous state: instead, its leaders attempted to reform existing state entities and establish new ones in pursuit of its transformation agenda. It has also used its oil wealth to support cooperatively‐oriented economic activity, without necessarily fundamentally altering the property structure. Thus, the social change‐oriented political economy exists alongside the traditional one. Focusing on agrarian transformation, we examine ethnographically how these factors have impacted the state's capacity to attain its goal of national food sovereignty. We find that the state's ability to accomplish this objective has been compromised by lack of agency‐level capacity, inter‐agency conflict and the persistence of the previously‐extant agrarian property structure. These dynamics have influenced the state to shift from its initial objective of food sovereignty to a policy of nationalist food security. 相似文献

High-speed rail has developed both nationally and internationally in Europe as a successful alternative to both air and road over distances of 400–600 km. Inter-city traffic, especially between the major metropolitan areas in North-west Europe has benefitted greatly from the investment in this network. This paper explores two issues: the impact on the intermediate areas between these major metropolitan areas and the creation of potential cross-border inter-regional services. The evidence shows how both levels of service and potential economic impacts have been much less pronounced in these intermediate areas. Such areas have been affected both by a failure to see greatly improved direct access to major cities other than within their own countries and a lack of new cross-border inter-regional services. The paper argues that the creation of the high-speed rail TEN-T has not met the primary objectives of reducing regional disparities in accessibility or reducing the effect of national borders on regional integration. To achieve this requires not just infrastructure provision but an appropriate regulatory framework for service provision and accompanying measures at the local level. 相似文献

The relationship between local development patterns and highway networks is complicated, as suggested by studies using various analytical methods. The spatial effects of each hierarchical highway network on local development patterns remains unclear. This study combines space syntax and the hierarchical linear model (HLM) within the research framework in a case study of Taiwan. The former is employed to model the topological accessibility of multilevel highway networks, and the latter is applied to handle the hierarchical relationship between multilevel highway networks and local development patterns. Results indicate a high R-squared (R2 = 0.803) value, and statistically significant cross-level interactions are observed. The results show the different spatial effects of various highway networks on the scale of local development patterns, and confirm consideration of highway networks with classification in the research design. The implications of the findings may be appropriate for substantive planning and future research approaches. 相似文献

"十分珍惜和合理利用每一寸土地"是我国的基本国策,中国作为一个农业大国,粮食安全至关重要,而高标准基本农田建设作为保证我国粮食安全的一项重要举措,意义尤为重大。在此背景下,文章将层次分析法应用于SWOT分析中,建立AHP-SWOT模型,并以沈阳市为例,分别从优势、劣势、机会和威胁4个方面分析了沈阳市高标准基本农田建设的发展现状,通过权重计算,比较各方面优先次序,从而进行未来的战略模式选择,因地制宜地为未来沈阳市未来高标准基本农田建设的发展决策提供理论指导。研究表明:沈阳市高标准基本农田建设的发展现状中,4个方面的优先权重排序为威胁(T)劣势(W)机会(O)优势(S)。故沈阳市未来高标准农田建设战略决策应以W-T模式,即克服劣势、应对威胁模式为主,归纳为3个方面,具体包括:政府组织多部门联动,统筹规划,协调管理;完善管理办法,针对重要环节出台专门规程;三管齐下,制定优奖劣罚的考核机制。 相似文献

广平富硒农业观光园依靠农业科学技术种植富硒冬枣、富硒樱桃、富硒小麦等,发展观光旅游活动,打造特色旅游商品。目前,富硒农业观光园发展生态观光旅游已经取得了一定的成绩,但是富硒农业观光园的发展仍然存在基础设施建设不足、旅游商品单一、产业链不完善,辐射范围小、竞争压力大等问题。针对富硒农业观光园现状和存在问题,文章主要从广平富硒生态观光园的旅游商品开发方面分析,从旅游商品开发的现状、必要性、富硒产品的食品营养健康和市场营销以及如何完善产业链等方面进行论述,指出旅游商品开发的方向,针对性地提出可行性的解决方案。最终建成特色资源丰富、产业链完善、通过旅游购物来带动第一产业发展的特色商品生态观光园,促进生态旅游的深度开发和可持续发展。 相似文献

For the circular economy to be tenable, consumers need to not only return products after use, but also purchase products that are remanufactured. However, research finds that consumers have a poor opinion of remanufactured products and are typically not prepared to adopt them. Thus, development of the circular economy is dependent upon deeper understanding of consumers’ attitudes and behaviors. Research typically considers either micro‐level or macro‐level factors when assessing consumer perceptions of remanufactured products. The current research incorporates macro‐level factors of price, government incentives and environmental benefits with the moderating influence of micro‐level consumer attitudes to examine consumers’ intention to switch from purchasing new products to remanufactured products. The findings suggest that a consumer's attitude toward remanufactured products is an important moderating factor predicting consumer switching behavior to remanufactured products. 本文借助超效率 CCR-DEA 模型和 Malmquist 指数,对 2008~2015 年京津冀 13 个城市的可持续发展效率进行了动态测评和对应项分解。研究结果表明:(1)北京与津冀城市的可持续发展效率极为不平衡,北京大幅领先于津冀城市并有逐年扩大的趋势;津冀城市可持续发展效率的差距有逐年缩小的趋势;(2)京津冀城市作为一个整体其可持续发展效率在提高,但各城市可持续发展效率意义上的纯技术效率几乎没有提升;(3)京津冀各城市投入--产出系统虽处于可持续发展效率意义上的规模经济阶段,但不具有持续性。未来京津冀三地应充分利用建设雄安国家新区的战略性历史机遇,统一认识,密切合作,促进京津冀城市经济、社会和资源环境的协调可持续发展。 相似文献
